So … perhaps, if the campaign is to build up from 1 to x, then perhaps make the maps larger in succession, or make the gameplay harder … perhaps with some kind of puzzling stuff … I remember that I ambivalently liked (because of the challenge) and hated (because it made it harder) the fact that in “Rings” some asteroids had very large send distances, so while progressing with strong armies I also had to keep enough armies at home for defence …
